JAMMU, Sept 27: The Director General of Accounts and Treasuries (DGAT) has raised concerns over discrepancies in online treasury data, citing mismatches between hard copy payment lists and digital records, along with incorrect classifications.
In a circular, the DGAT noted that the figures reflected in the hard copy payment lists and cash accounts submitted to its office do not align with the data transmitted online.
Additionally, the DGAT highlighted incomplete and incorrect classifications of GP Fund and various police personnel accounts, causing significant delays in the monthly account closure process.
“Most of the figures in the cash accounts are incorrect and require manual adjustments, leading to delays in closing monthly accounts,” the circular stated.
It also pointed to errors in classifications under major heads, including 8658, 8342, 8235, and 8011, and directed Treasury Officers and Drawing and Disbursing Officers (DDOs) to ensure proper classification of expenditures.
In a separate circular, the DGAT referred to a directive from the Ministry of Finance, advising the Comptroller and Auditor General of India to compile and render monthly civil accounts to State and UT Governments within seven days of the month’s close.
Treasury Officers and Account Rendering Units (ARUs) have been accordingly instructed to submit monthly accounts to the Principal Accountant General by the 5th of each month to enable timely compilation of civil accounts.
