Dignity of labour

We are used to the saying “satyamev jayate” meaning truth shall prevail. But the Prime Minister has given a new slogan which is much more relevant to life than mere idealism. Shramev Jayate means work alone triumphs and this is what reflects the work and aspirations of millions of workers in this country. Under colonial rule, a clear line was drawn between the labourers and those who supervised the labour. This was to divide the society and create classes to suit the purpose of the colonisers. Unfortunately, the culture continued even in post independence period despite serious and well-intended efforts to bring about drastic reform in this culture. Let us not mince words in expressing that labour has not received the respect and dignity that it deserves in our country and very niggardly treatment has been given to the labour class.
The Prime Minister is very right in saying that business can flourish only if facilities and least interference are practiced. Inspector Raj means that inspecting agencies do not identify themselves with the toiling masses of people in the country but consider their selves something superior. This culture does no good to the community and the Prime Minister has vowed to put an end to Inspector Raj culture. Factory owners are required to go through a plethora of procedures and fill about 16 forms something that makes business cumbersome and discouraging. Now there will be only one form for the factory runners to fill and the inspecting agency will be given 72 hours to submit the inspection report on line. This will put an end to the inspection tyranny which has been the bane of business so far. A transparent labour inspection scheme has been introduced which will make things easy for inspections and reports. Actually an elaborate programme is envisaged under ‘Pandit Deendayal Upadhyay Shramev Jayate Karyakram’organized by the Union Ministry of Labour. The programme does not only envisage taking care of the interests of labour class but also would cater to the idea of bringing in technical skills to the labour class so that it has increased employment chances and at the same time contributes to technological advancement of the country. We have about 4.2 lakh students undergoing training in various ITIs in the country. This will give us huge technical and skilled manpower and one can imagine its contribution to the industrialization and development of the country in decades to come. They are to be covered by the Sharmev Jayate scheme. The Prime Minster has reached them through SMSes reminding them what role they are called to play in the development of the country. Though a normal and not extraordinary step, yet an SMS from the Prime Minister to individual students will be a memorable occasion in their lives and most of them will be prompted to become proud and dedicated citizens of the country. The Government will be reaching  one crore EPFO subscribers, who also got SMSes regarding portability through Universal Account Number (UAN) and about 6.50 lakh establishments and 1,800 inspectors got SMSes about Unified Labour Portal which, the Government believes will make for a transparent and accountable Labour Inspection Scheme.
One should appreciate the vision of the Prime Minister when he says that by 2020, India will be in a position to provide largest skilled manpower to the world. This being the goal, the easing labour laws and procedures and creating conducive atmosphere for business will go a long way in making this dream a reality. Our technical institutions have the capacity to produce the expected number of skilled and trained personnel because at present against 4.9 lakh seats in ITIs only 2.82 lakh have been filled. Providing skills in various fields at ITIs is perhaps the best way of reducing unemployment among the youth. The vision and the guidelines provided by the Prime Minister in the inaugural function of the Karyakram or programme should fill the vast community of technical workers with hope and encouragement that they will be heading towards better prospects and standards in life. These and other programmes that are being floated by the NDA Government are in line with skill development apprenticeship programme.
