JAMMU, June 19: A deputation of Diploma Engineers Association (DEA) led by its president R S Jasrotia met the Minister for PHE and I&FC Department, Sham Lal Sharma and apprised him of various problems being faced by the cadre.
The Minister was told that whatever meager quota allocated to their cadre through rule position and subsequent clarifications has not been practically given to them.
The DEA vice president V K Trikha brought to the notice of the Minister as to how their promotion quota is diverted other source of appointment unlawfully while making promotion to the posts of AEEs and XEns. He said in the recent promotions 28 diploma engineers were promoted in R&B by giving due regards to the report of Establishment-cum-Select Committee and requested for same analogy for PHE and I&FC Department at the time of making promotions to the rank of AEE and XEns.
The Minister was informed that additional 544 posts of AEs have been created by deleting equal number of posts from the cadre of JE-1 and subsequently the said promoted diploma engineers were still awaiting their adjustment even after a long wait of more than one and a half year, which was highly resented.
It was also informed that the post of TO to XEn has been illegally encroached upon by the AEEs in violation to rule position under SRO 297 of 2006 and should be corrected by allocating them to real occupants. The Minister was urged for release of promotion order of balance leftover posts in favour of diploma engineers.
The Minister gave a patient hearing and assurted that justice will be delivered to them under all circumstances.
