JAMMU, July 28: A deputation of All J&K Diploma Engineers Association, led by its president Upinder Singh, called on Kavinder Gupta, Speaker Legislative Assembly, here today and submitted a memorandum highlighting demands of Diploma Engineers.
While discussing the demands, Er Upinder Singh apprised the Speaker about grievances of the Diploma Engineers, who are facing acute stagnation at the level of Junior Engineers. He explained that even a meager quota of 20 percent allotted in promotion for Diploma Engineers and Executive Engineers, was not being maintained, especially at the level of AEE and Xen, despite availability of posts in all the Engineering wings. He informed that the Association has already submitted a number of memoranda containing demands of Diploma Engineers to the concerned Minister but there was no action by the Government.
Er Anil Gupta said that there was brewing resentment among the cadre, which is rendering significant services, be it water supply, irrigation, electricity, road and building etc. He demanded adoption of Punjab pattern for removing the stagnation among Diploma Engineers at the level of Junior Engineer.
Er J S Rathore sought the intervention of Speaker for immediate release of 65 posts of Assistant Engineers in favour of Diploma Engineers under Career Progression Scheme in PDD on the analogy of PW(R&B) and Hydraulic Wings. He also demanded immediate release of promotion lists of AEE and Xens.
The Speaker gave patient hearing and took up the matter with Commissioner Secretary PDD recommending immediate release of promotion lists of Diploma Engineers. He also assured that the other issues of the Association shall be taken up with the concerned to bring them to logical conclusion.
The deputation comprised of Er Narinder Singh, Er Vagesh Sharma, Er Jaipal Sharma, Er Naresh Sawhney and Er Rahul Goswami.
