JAMMU, July 8: The Administrative Department has restrained both the Directors of School Education from affecting transfers of Gazetted and Inter-Divisional level officers.
A circular in this regard has been issued by the Principal Secretary School Education Department, Dr Asgar Hassan Samoon, who has also warned disciplinary action against the same.
Giving reference of earlier Government orders on delegation of powers for effecting transfers of Gazetted and Non-Gazetted staff, the circular number 03-EDU of 2020, dated 06-07-2020 has observed that in School Education Department, the powers for transfers of First Gazetted level officers and Inter-Divisional level officers of first level are still exercised by respective Director/Joint Directors/CEOs etc in violation of Government instructions and thereby creating administrative indiscipline in the Department, which amounts to disciplinary action as warranted under rules.
“In above backdrop and to maintain administrative discipline, it is enjoined upon respective Directors to desist from such practices henceforth so as to keep sanctity of government order intact. Deviation if any shall be viewed seriously and reflected in performance reports of such officers,” read the circular.
