Disconnect temporary electricity connections to vacant plots

This is in reference to Governments’ move to switch over to prepaid mode for supply of electricity to consumers in Jammu & Kashmir to tide over the huge mismatch in revenue collection vis-a-vis cost of electricity. Here, I deem it appropriate for concerned authorities to understand the modus operandi regarding supply of electricity to Jhuggies erected in the hundreds of vacant plots in posh colonies of Jammu.
Whereas, most of the landlords of vacant plots are charging handsome amounts as rent from inhabitants of Jhuggies but strangely enough, the electric department has chosen to provide temporary connections to most of these vacant plots. All these connections in principle should have been on the name of Plot Owner for transparent and foolproof crediting of electricity dues to the government.
Temporary connections can be hypothetical or disallowed at any time without leaving any records; thereby leaving huge scope of pilferage in revenue. If senior authorities are honest and serious enough to generate revenue and minimise hardships to honest payers, all temporary connections should be immediately disallowed.
