Discrimination with disabled

Sir,
This has reference to the article ‘Diabled discriminated in J&K’ DE Dec 11,2016. The author in his article has given a detailed account of the suffering the disabled community has to face in the State. The discrimination meted out to this section  reflects an insensitive nature of the bureaucracy and State Government.
The physically challenged section is an integral part of our society, and can’t be isolated, or discriminated on any count. They have to be given their due guaranteed under rights and State laws. We are doing them no favour in case they plead for their share of Government jobs or access to good education and health care. Rather than discriminating them, the State should have been magnanimous enough to them while it comes to providing them a dignified and respected life. Mere lip service or shedding crocodil tears on their plight in no way will improve their standard of living. The Government on its parts has introduced various welfare schemes to benefit physically challenged persons. However, there exists a gap in the utilization of the services. Hence there is a need to study in detail about the problems, support systems and utilization of rehabilitation measures introduced by various agencies.
Yours etc….
