JAMMU, Apr 1: The House today took up discussion on the working of Ministry of Rural Development. In all 19 members spoke during the discussion, highlighting key achievements of the department and raised vital issues and demands for the Ministers attention and consideration.
Starting the discussion Bashir Ahmed Veeri gave credit to the Minister for excellent performance of the department. He called for merging PMGSY with Rural Development Department and asked for removing deficiencies in human resources especially in the rural engineering wing.
Subash Gupta demanded updated BPL survey to be taken up in the field so that benefits of several schemes are extended to the deserving persons. He said that every Panchayat be developed on equitable basis and called for transferring community centres of model villages in Kathua to the Panchayat for proper utilization.
Darambir Singh Oberia appreciated the efforts of the Government in holding free and fair Panchayat Elections in the State, thereby laying edifice for local level grass root governance.
Mohammad Muzaffar Parray called for holding frequent and regular awareness camps at each block headquarter to disseminate information regarding several flagship schemes among masses. He also demanded incorporation of 73rd Amendment Act.
G. M Monga appreciated the Government for conducting historic Panchayat elections successfully and said that the working and transparency in Rural Development Department has seen significant improvement. He said that regular posting of BDOs in all blocks be ensured, adding that there should be greater transparency in IAY schemes. He also called for holding early BDC elections.
Showkat Ganai demanded adequate staff at Block levels particularly in Shopian block. He said that financial assistance under Nirmal Bharat Abhiyan Scheme be enhanced to the beneficiaries. He also called for reviewing quota system under IAY scheme.
Naresh Kumar Gupta welcomed allocation of funds under CDF Panchayats and said that rural areas have witnessed visible improvement during the past several years. He called for taking up development of parks, school grounds etc under MGNREGA. He also called for a review programme for development for several hitherto unattended villages in Bhaderwah and demanded development of cremation ghats and grave yards by the Rural Development Department.
Bashir Ahmed Magray asked the Government to equip every Panchayat Ghar with all necessary facilities so that a befitting local level governance apparatus is visible and made functional at the village level.
Khalid Najeeb Suharwardy called for removing disparity under IAY and called for due share of IAY cases to the Chenab Valley.
Nurboo Gialchan called for further better implementation of all rural development schemes in Leh for the upliftment of the people.
Javed Rana called for sensitizing Panchayat members regarding devolved powers of 14 departments to the Panchayats. He also called for conducting new BPL survey and more transparency in MGNREGA and other Rural development schemes.
Jahangir Mir demanded special attention to the development of border villages and emphasis on rural sanitation. He demanded provisions for solar lights and smokeless chullas for the rural people living in hilly and remote areas.
Sayed Rafiq Shah said that all pubic representatives should be taken on board while taking up development works. He called for check on arbitrary and unilateral decisions taken by some Panchayat members. He also demanded more model villages be considered for Kupwara, adding that all job card holders should be given work.
Ravinder Sharma called for dovetailing and convergence of schemes for better results on ground. He appreciated the Government for holding panchayat elections demanding incorporation of 73rd Amendment Act.
Sham Lal Bhagat demanded timely release of wages under MGNREGA to the workers and expediting establishment of the three tier Panchayat system in the State. He called for separate budgetary provisions for Panchayats, adding that the issue of revenue resource generation for Panchayats should also be looked into.
Aga Syed Rizvi called for further upgradation of lanes, link roads in Kargil district. He said that 6 blocks out of the 9 are functioning without regular BDOs and demanded that ACD, BDOs etc be posted at an earliest so that development works in the district do not suffer any further.
Dr. Shehnaz Ganai called for a setting up of separate full-fledged engineering wing in the Rural Development Department for better result on ground adding that the Secretary posts in all Panchayat Halqas be filled at an earliest. She demanded extension of National Rural Livelihood Mission to all blocks in the State. She also demanded 33% reservation for women in upcoming Block Development Councils.
Ali Mohammad Dar demanded that the funds under CD Panchayats be directly transferred to the Panchayats and all Panchayat Ghars across the State be renovated and equipped with necessary facilities.
Abdul Majid Bhat called for rationalizing jurisdictions and workload of VLWs and JEs in the department for better results adding that adequate staff be ensured at all blocks.
