Fair Prices Shops and their licensing must be seen in the light of how their services met with the aspirations of the concerned people of the respective areas and how their number was increased especially in rural areas so that besides providing better public distribution system of essential commodities, livelihood to more people could be provided. A reform in the existing system in the matter was overdue hence the Administrative Council approving The Jammu and Kashmir Targeted Public Distribution System (Control) Order 2022.
It is somewhat a general feeling if not an “experience” as to how on large scale irregularities in PDS system over the years have been taking place especially reported ”leakages ”. The new system envisaging a check on such leakages and pilferages which must be ensured that it was properly implemented. In villages , therefore, the Panchayats shall be exercising greater autonomy in deciding about opening of new FPSs and how the most deserving among the needy ones could get livelihood in and though them. What about the existing FPSs , the stipulation that they shall have to get fresh licences shall be an opportunity to scan out those found indulging in not providing satisfactory and timely services to the ration(ees).
