DoPT appointed 8 Joint Secretaries through lateral entry: Dr Jitendra

NEW DELHI, Feb 6 : Department of Personnel & Training (DoPT), Government of India, has appointed eight Joint Secretaries through lateral entry.
This was disclosed here today by Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh in reply to a question in the Rajya Sabha.
In a detailed reply, Dr Jitendra Singh stated that DoPT had issued advertisement for appointment to ten posts of Joint Secretary in the Government of India through lateral entry. In response, a total of 6,077 applications were received. After scrutiny, 65 candidates were shortlisted and finally called for interview by Union Public Service Commission (UPSC), it was stated.
Elaborating on the subsequent sequence of events, the Minister in his reply stated that out of 64 candidates interviewed by UPSC, 9 were recommended for appointment to the post of Joint Secretary on contract basis through lateral recruitment. As a result, the recruitment process for one post of Joint Secretary in the Department of Revenue became infructuous. Thereafter, upon acceptance of the terms and conditions for appointment, 8 out of the 9 candidates recommended by the UPSC have been appointed as Joint Secretaries by the DoPT. One candidate did not accept appointment for his own reasons.
The 8 Joint Secretaries appointed through the lateral entry are against the posts in the Ministry/Department of Civil Aviation, Commerce, Economic Affairs, Environment Forest and Climate change, Financial services, New and Renewable Energy, Road Transport & Highways and Shipping respectively.
Pertinent to mention that DoPT recently began the process of lateral recruitment to middle level bureaucratic posts including Joint Secretary and Director/Dy Secretaries. As a follow up, the above appointments of Joint Secretaries were accomplished. In order to make the process of selection transparent, impartial and objective, Union Public Service Commission (UPSC) was entrusted with the responsibility of carrying out the selection of suitable candidates from among the candidates who have applied in response to the advertisement by DoPT.
