In following the example of the Central Government, the State Government ordered constituting of State Innovation Council in 2012 with the terms of reference to prepare a roadmap that would delineate the methodology of inking innovation in various areas of social set up. The point is that researches in the fields of science and technology, arts and humanities should, at the end of the day, practically contribute to the improvement of the standard of living. It means taping some new ways, sources and methods of improving the life and its quality to offset economic and social stalemate. Innovation is the key to economic and spiritual development of western societies. The spirit of innovation pervades in all branches of knowledge and social activity. We cannot distance ourselves from it.
Unfortunately, the State Innovation Council lacks the quality of innovation. More than a year and half have passed and it has not been able to prepare the roadmap. One or two meetings have been held and experts have been invited to deliberate on the question of what methodology should be adopted to make innovation as the principle of development. What can we expect from an organization that has not been able to prepare the working paper called the roadmap?
It is reported that the Council is facing financial difficulties and cannot do justice to the duties assigned to it. Why did this question come up shortly after the Council was constituted? Obviously, there should be something wrong somewhere in the planning process. Of course no official body or organization can fulfill its obligations unless financial support is there. Government should explain why the Council is starved of financial support if it is really starved. If the Council is not provided wherewithal, its utility is lost. What then is the fun of keeping the white elephant in place? The authorities shall have to take a decision.
