DPC clears 4 IGPs, 5 DIGs, 5 SSPs for promotions

JAMMU, Dec 11: The Departmental Promotion Committee today cleared promotion of four Inspector Generals of Police (IGPs) including IGs of Jammu and Kashmir divisions, five Deputy Inspector Generals (DIGs) as IGP and four SSP as DIGs. Promotion of one of the SSP as DIG has been kept in sealed cover in view of an inquiry against him while six other SSPs of 1999 batch of IPS have to wait for promotion in the absence of vacancies.
The promotions would lead to a major reshuffle in Police Department by the Cabinet as the posts of the IGPs of Jammu and Kashmir would fall vacant due to promotion of Dilbagh Singh and SM Sahai as Additional DGPs.
The Government had recently constituted the DPC that met today for more than an hour in the Civil Secretariat to take up promotions at highest level in the Police Department. The DPC was headed by Chief Secretary Madhav Lal and comprised Financial Commissioner (Finance) Mohammad Iqbal Khandey, Principal Secretary (Home) BR Sharma and Director General of Police (DGP) Ashok Prasad.
Mr Sharma, who had recently been transferred by the Government to prestigious post of Principal Secretary, Planning Department, the portfolio of which was himself held by Chief Minister Omar Abdullah, had been asked not to relinquish charge till holding of the DPC as he was aware of the agenda.
Mr Sharma, who would now give up the charge of Home Department to senior IAS officer Suresh Kumar, told the Excelsior that the DPC has cleared the promotion of four IGPs of 1987 batch of IPS cadre as Additional DGPs, five DIGs of 1995 IPS batch as IGPs including two on proforma basis (one of which would be approved next month) and five SSPs of 1999 batch of IPS as DIGs.
“Of five SSPs, cleared for promotion as DIGs, the case of one of them, Manmohan Singh, SSP Traffic Jammu, who was presently on training, has been sent in sealed cover in view of an inquiry pending against him’’, Mr Sharma said.
The promotion cases, cleared today by the DPC, would now go to the Cabinet for final approval and postings. The posts required for promoted officers have been clearly identified and would be sent to the Cabinet along with the promotion proposal.
Four IGPs, who have been cleared for promotion as Additional DGPs by the DPC, included VK Singh, IGP CIV and Trainings, Police Headquarters, SM Sahai, IGP Kashmir, Dilbagh Singh, IGP Jammu and Sheikh Owais Ahmad, IGP Technical.
All of them were 1987 batch IPS officers. Barring Sheikh Owais, all three were Direct Recruits. Mr Owais is a KPS officer conferred with IPS with effect from 1987.
With promotion of four IGPs as Additional DGPs, there would be 10 Additional DGPs in Jammu and Kashmir. The number would be 12 as two Additional DGPs from J&K were on deputation.
Six Additional DGPs presently posted in J&K included K Rajendra Kumar (Law and Order and Armed), Pitambar Lal Gupta (Vigilance Commissioner), Dr Ram Lubaya (Security), Dr Shesh Pal Vaid (Headquarters), Duty Rani Doley (Home Guards and Civil Defence but on leave) and Naveen Aggarwal (Prisons). Two ADGPs of J&K, who were on deputation, were SK Mishra (BSF) and S Gopal Reddy (Andhra Pradesh).
Five DIGs of 1995 batch of IPS, who have been cleared for promotion as IGPs, were S D Singh, who was on deputation with Intelligence Bureau), SS Khandare, DIG CIV Police Headquarters, Rajesh Kumar, DIG Baramulla range, T Namgayal, who is proceeding on deputation with Special Protection Group and T Punchok, DIG IRP Jammu.
SD Singh and Mr Namgayal would get proforma promotion. Namgayal’s proforma promotion would be ordered in January when he formally proceeds on deputation.
Of 11 IPS officers of 1999 batch, the DPC has cleared only five of them for promotions in the absence of clear vacancies. The officers cleared for promotions included Anand Jain, SSP Baramulla, SR Samuel, Commandant IRP, Nitish Kumar, presently on deputation with National Investigating Agency (NIA), Manmohan Singh, SSP Traffic Jammu and Ashkoor Ahmad Wani, SSP Udhampur.
Sources said the promotion of Manmohan Singh might be kept pending as the DPC has given its opinion on him in a sealed cover to the Government in view of an inquiry pending against him.
Six IPS officers of same 1999 batch, who couldn’t be screened and considered for promotions due to lack of vacancies, were Ali Mohammad SSP Vigilance Organisation, Kashmir, Vijay Singh Samyal, presently officiating as SSP Jammu, J L Sharma, SSP CID (Special Branch), Bashir Ahmad Itoo, SSP Railways Srinagar, Israr Ahmad Khan, SSP Samba and Nissar Ahmad, SSP Crime Branch, Jammu.
Their promotion cases as DIGs would be taken up only after the clear cut vacancies were available.
Excelsior had exclusively reported about the promotion of IGPs, DIGs and SSPs by the DPC.
Sources said a major reshuffle in the Police Department had become inevitable with the promotions at three levels—IGPs, DIGs and SSPs. The posts of IGPs Jammu and Kashmir would fall vacant when the Cabinet formally approved the promotions.
The promotion of four IPS officers of 1987 batch as Additional DGPs has left Lalatendu Mohanty, the lone IPS officer of 1989 batch in Jammu and Kashmir cadre as the senior most IGP. He is presently on Central deputation.
Sources said the Police Headquarters have identified the post of Additional DIG CID as vacant and proposed Additional DG Home Guards post also for promotion of one of the IGPs as DR Doley has proceeded on leave. It has also identified three posts for posting as Additional DGPs in Police Housing Corporation, Director General Sports and upgradation of the post held by VK Singh (IGP CIV, Training and Inspections) to the rank of ADG.
Sources said four IGPs could easily be accommodated against these vacancies as Additional DGPs.
All five IPS officers of 1995 batch, who have been cleared for promotion as IGPs, were Direct Recruits.
The Ministry of Home Affairs (MHA) had already asked the Government to consider the officers of 1995 and 1999 batches for promotions.
All 11 IPS officers of 1999 batch had been accorded Super Time Scale by the Government, clearing decks for their promotion as DIGs but six of them couldn’t make it to the DIG in the absence of vacancies.
Sources said since Nitish Kumar was on deputation, he would get proforma promotion while the Government actually needed 10 posts of DIGs for clearing entire batch of 1999 for promotion. However, it had only four vacancies of DIGs arising out of today’s promotions as SD Singh was on deputation.
Anand Jain, SR Samuel and Nitish Kumar are only three Direct Recruits in 1999 batch of IPS while rest eight were KPS officers accorded IPS with effect from 1999.
