JAMMU, Mar 14: Minister of State for Power Vikar Rasool while replying to a clubbed calling attention notice raised by Mohammad Amin Bhat and Dr. Shehnaz Ganai said that the DPR for RGGVY schemes for the various districts including Poonch has been approved by REC, the nodal agency implementing the scheme on behalf of Government of India.
He said that the specifications for various materials like poles, conductors and transformers used in the scheme are as per relevant BIS standards and have been approved by REC including those installed in Poonch district. While the transformers used are core type copper wound of 25 KVA capacity conforming to the BIS/approved REC specifications, the poles are steel tubular mostly of 8 meter height with the conductor being of ACSR Weasel type.
He said that for adherence to approved standards, the material used in RGGVY schemes including transformers is inspected at different stages from manufacturing to installation at site. Besides, there is a three tier inspection mechanism for adherence to standards as per the guidelines of the scheme by a team of qualified, experts and senior level engineers from National Power Training Institute, New Delhi on behalf of REC of India, Water and Power Consultancy Services Haryana a Government of India Undertaking as Third Party Inspection Agency and Inspector nominated by JKSPDC.
The Minister said that the material including transformers pass through rigorous quality control tests and there is remote chance of materials being of poor quality. He said that the transformers have a one year replacement warranty for inherent defects which, however, does not cover the burn out due to overloading after handing over to the distribution utility.
He said performance of the material used in RGGVY including transformers which are designed for a particular load would depend on effective load management and prevention of overloading by the distribution utility. He further, added that the damage to distribution network is not attributable to the material used in RGGVY works.
Regarding repair to the works if required any before handing over to JKPDD, the Minister said that the same will be carried out by the contractor. Reportedly, 28 transformers have been damaged out of which 24 are in respect of habitations after being taken over by JKPDD due to overloading, he added.
The Minister informed that the DPR for RGGVY schemes for various districts including erstwhile Anantnag of which Devsar Constituency and Kulgam is a part has been approved by REC of India which is the nodal agency for implementation of the scheme of behalf of Government of India, the specifications for various materials like poles, conductors and transformers being used in the scheme are as per relevant BIS standards and have been approved by REC.
Mr. Vikar said that as regarding the poles, conductors and transformers installed in the constituency, these are as per the specifications approved by REC. While the transformers used are core type copper would of 25 KVA capacity conforming to the BIS/approved REC specifications, the poles are steel tubular poles mostly of 8 meter high with the conductor being of ACSR Weasel ACSR Rabbit and ACSR Dog type.
He said for adherence to approved standards, the material used in RGGVY schemes including transformers is inspected at different stages from manufacturing to installation at site.
Mr. Vikar said the performance of the material used in RGGVY including transformers which are designed for a particular load would depend on effective load management and prevention of overloading by the distribution utility. However, repair to the works if required any before handing over to JKPDD, the same will be carried out by the contractor, he maintained.
