DPs of 1947 delegation calls on Comm Secy Revenue

JAMMU, Jan 4: An eleven member delegation of Displaced Persons (DPs) of 1947 from PoK led by Gurdev Singh president Jammu Kashmir Sharnarthi Action Committee (JKSAC) called on Vijay K. Bidhuri, Commissioner-cum-Secretary Revenue Department UT of J&K here, today and apprised him about the plight of thousands of families of DPs.
The delegation said the allotted land of DPs is under the illegal possession of locals since the date of allotment. The delegation urged him to issue directions to all the revenue officials to hand over the possession of their land as and when they are approached under the provisions of Agrarian Reform Act 1976 and as per judgments passed by High Courts and tribunals.
Gurdev Singh along with Ajit Singh and Munish Rishi apprised the Revenue Commissioner that due to late dispersal of DPs from various camps they were scattered and settled by the Government in rural areas of Jammu province. The process of allotment of land was started many years later after their migration and meanwhile lakhs of Kanals of lands was occupied illegally by locals landless and influential people with the connivance of revenue officials. Moreover, the allotments were made to DPs in different villages miles away from their place of residence which made them incapable to till their land. The Commissioner Secretary was informed that thousands of families were allotted the land which had been already encroached and the encroachers were not ready to give its possession to allottes.
The Revenue authorities when approached refused to help them and asked them to take the course of litigation which took decades for making the decisions. He further informed Bidhuri when orders were passed in favour of DPs under Agrarian Reform Act the Patwaries and Tehsildhars did not act to restore the land from illegal occupants on one pretext or other and violated the Agrarian provisions/judgments blatantly having no fear of law.
He was further apprised that tehsildhar and Patwaries are frequently in habit of deleting the Girdwaries and were mutating the records in the names of anti-social elements/land mafias without following the legal procedures laid down under law.
He listened the delegation and assured them that he will leave no stone unturned to deliver the justice to the DP families having victimized by the Revenue officials in this regard and also advised the DPs to follow the online procedure for the redressal of their grievances/complaints.
