NEW DELHI, May 1: Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has asked all the State Governments to introduce “e-Service Book” as a step forward to ensure ease of governance as well as convenience of employees.
While responding to a series of delegations who met him today for redressal of their service matters, Dr Jitendra Singh disclosed that by the end of June, the e -Service Book introduced for the first time about two months ago, would cover over 10,000 employees from the Ministry of Personnel, various attached and subordinate offices as well as employees and officials in autonomous and constitutional bodies. Similar exercise, he said, will also be undertaken to cover employees in other ministries and departments of Central Government.
He fervently appealed to the various State Governments, particularly the General Administration (GAD) / Personnel Departments, to emulate the example set by Union Ministry of Personnel and seek necessary inputs for immediate introduction of this facility in their respective States at the earliest.
In this regard, Dr Jitendra Singh said, DoPT (Department of Personnel & Training) will be organizing a workshop on 25th of this month to educate and share with other Ministries and State representatives, the various essential modalities and features required to set up an e – Service Book mechanism.
The e-Service Book, Dr Jitendra Singh said, is a document capable of recording all the events of a government servant in his / her entire service period or career, recording each and every administrative action concerning the government servant right from the stage of his / her recruitment till retirement to reflect the history of service period of a government employee. In the employees covered so far, he informed, details such as Aadhaar, mobile number, date of birth, leave balance, LTC details, salary details, designations, photographs, etc. have been updated. At the same time, the physical service book of each employee is also being scanned and uploaded as legacy data, he said. It has been decided to integrate Personnel Information Management System (PIMS) with Public Financial Management System (PFMS) so that all financial data will also be reflected in this e-Service Book.
Citing some of the positive outcomes of the newly introduced e-Service Book, Dr Jitendra Singh said, this new facility would spare significant manpower in the offices to concentrate on core works and other assignments in the Department. He said, it will also end the physical movement of Service Book and other documents between Departments whenever a transfer or change of assignment takes place. Besides, he said, the problem of the lost or misplaced service books will also be overcome and verification will be possible instantly while finalizing pension, etc. he added.
Meanwhile, Dr Jitendra Singh received a memorandum from a delegation of Multi-Tasking Staff (MTS) Employees who have successfully cleared Staff Selection Commission’s Departmental Examination of 2016 for Lower Division Grade and assured them of every possible help to facilitate their timely promotion orders without undue delay.
