Dr Jitendra informs Rajya Sabha about DoPT’s ‘Amrit Gyaan Kosh’ governance portal

NEW DELHI, Mar 20: Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh today informed the Rajya House that “Amrit Gyaan Kosh” is a DoPT (Department of Personnel & Training) governance portal, infact a newly developed knowledge repository of governance good practices in the form of case studies. It focuses on India-centric ideas and scalable governance models, offering content accessible to Government officials in Centre, State, ULBs and Panchayats.
“Amrit Gyaan Kosh” portal contributes towards improving Public Service Delivery across various Government departments and serving as valuable examples of real-life, solution-oriented approaches to governance challenges enabling officials to address similar issues more effectively; providing actionable insights to tackle governance challenges, foster continuous innovation, and promote practical knowledge-sharing; inspiring public servants, offering them successful governance models to emulate and adopt innovative strategies to improve public service delivery and incentivising high performance among Government officials by recognising their contributions on platforms like the iGOT Portal, motivating public servants to strive for excellence in their roles.
The “Amrit Gyaan Kosh” portal is integrated with the iGOT (integrated Government Online Training) platform, which is a key digital learning tool under the Mission Karmayogi initiative offering online training and capacity-building content for Government officials.
All Government training institutions are being encouraged to integrate “Amrit Gyaan Kosh” case studies into their training programs, strengthening the problem-solving and decision- making capabilities of Government officials.
In reply to another question related to the same Ministry, the Minister informed the House that effective Redressal of Public Grievances in a timely, meaningful and accessible manner through the CPGRAMS has been accorded highest priority in Government. In the period 2019-2024, about 1.15 cr grievances were redressed through this platform. The effectiveness of the grievance redressal process is monitored through feedback calls made to the citizens after their grievances are redressed. The Feedback Call Centre has collected over 20 lakh feedback surveys since its inception in 2022.
Dr Jitendra Singh stated that the feedback survey portal is available to the Ministries/ Departments to monitor citizen satisfaction against each grievance. The Government monitors effectiveness of the grievance redressal mechanism through Grievance Redressal Assessment Index (GRAI) where performance of each Ministry/ Department is evaluated on identified parameters and ranked on a monthly basis. The qualitative disposal of grievances is emphasised through reviews at Secretary to Government of India level which was introduced in January 2025. The CPGRAMS portal has leveraged AI/ ML technology for disaggregated data analytics, development of analytical dashboards of CPGRAMS, identifying spam/ repetitive/ habitual grievances all of which are available only to the authorised logins in Ministries/ Departments.
