JAMMU, Mar 24: The Administration of the Union Territory of Ladakh has appointed Dr Latinkhuma Franklin, Commissioner Secretary of the Planning Development & Monitoring Department (PD&MD), as the Nodal Officer for Public Infrastructure Projects under the Public-Private Partnership (PPP) mode.
