Owing to acute shortage of PVC cards and printing material used for preparing Driving License Cards, Regional Transport Office, Jammu is almost semi paralyzed. A Supreme Court order asks for replacing hand prepared driving licenses with the computerized driving license cards, which, in turn, requires specific material used for preparing the cards. We are told that there has been a dispute or re-thinking on assigning the supply of material to the suppliers for what reasons, one does not know. We would focus on two things. One is the court order as indicated above, and the second is the Public Services Guarantee Act that is in place in the State. Both of these guidelines provide sufficient guarantee to an applicant for driving license to get it without hassles. The question is that in view of these two stipulations, the Transport Department should have anticipated accelerated demand for driving license cards and hence the material required to issue the same. Why did it sleep over the matter and let supply of raw material lapse into delay and negligence? The Department should have anticipated the situation that would emerge if the supply of printing material etc. remained suspended. Incidentally the same situation prevails in the Regional Transport Office, Srinagar also. The net result of negligence and inconsiderateness on the part of Transport authorities is that several people desirous of obtaining fresh driving licenses or renewal of old licenses are put to hardship which could have been avoided. We hope that Transport authorities will take immediate steps to restore supply of printing material and resume issuance of driving licenses without further delay.
