DSS warns of dire consequences if VTs continue to raise their issues

Srinagar, Aug 5: The Directorate of Samagra Shiksha (DSS) has warned the Vocational trainers (VTs) of dire consequences if they continue to raise their issues, which the Directorate has termed as ‘petty’, before the higher authorities.
The DSS stated that it is being noticed that Vocational trainers are approaching the higher authorities directly “for their petty and personal issues which are never brought before Samagra Shiksha by these Vocational Training Partners.”
It emphasised that the very essence of maintaining discipline in the organization “is lost when they approach the higher authorities including Project Director, Samagra Shiksha.”
It has also stated that VTPs are failing to discharge their duties for which they have agreed.
As per the DSS, Vocational Education is being implemented in the UT of Jammu & Kashmir through different Vocational Training Partners which have been empanelled/selected on the recommendations of NSDC, New Delhi.
Detailing the matter, the DSS said that it is enjoined upon all the Vocational Training Partners that such a practice be immediately stopped and Vocational Trainers may be warned to desist from the habit of approaching directly to this Directorate as Samagra Shiksha.
The directives state that the DSS is in no way accountable to them and any of their issues shall be brought out by VTP before the concerned Coordinator or Project Director, Samagra Shiksha well in time.
“In case any of the VT of a particular VTP is found doing this in future, the action will be taken against the concerned VTP which may include termination of the agreement,” the directives state.
Notably, it is the Vocational Training Partners that have engaged Vocational Trainers in different trades for imparting Vocational Education in various Government Schools across UT of J&K.
DSS said that it has entered into an agreement with these VTPs for this programme and is paying them 10% of the wages of VTs as Administrative Charges for carrying out various activities like imparting Vocational Training in schools, the conduct of internal assessments of students, inviting and organising guest lecturers in schools, hiring and supervision of Vocational trainers etc.
“The salary of VTs is reimbursed to the VTP in payment made by them and every effort is made to clear their claims in a time-bound manner subject to completion of required formalities,” DSS said.
It is to be noted here that the VTs are pressing for an increase in their salaries which is stagnant since their engagement in the year 2014. They are also demanding several other benefits from the Government. However, with the scheme being centrally sponsored, the UT administration has stated that the demands of the VTs are beyond its jurisdiction.
