It is only after studying the pattern, mode and relaxations, concessions and other facilities offered by those States /UTs and how best those were implemented who make it to top ranking achievers in the vital field of ‘Ease of doing business’ that probably UT of Jammu and Kashmir could address areas of the shortcomings. Gujarat, Haryana, Punjab, Karnataka etc are a few sates who have been adjudged as “top rankers” while UT of Jammu and Kashmir has been clubbed with low performing states like Delhi, Manipur, Bihar , Tripura, Chandigarh , Nagaland etc where “Emerging Business Ecosystem” persists. In other words, we are just emerging or are still in infancy.
On the other hand, there are slew of measures and structural reforms introduced by the UT Government coupled by an ambitious Industrial Policy 2021-30 to help promote and expand business , trade and commercial activities as also attract fresh investments and to perform and show better index . The question is whether an element of consistency and proper implementation like cardinal aspects are being periodically reviewed. Perhaps, not effectively but surely not any cause either to feel pessimistic looking to Jammu and Kashmir having got a ranking at the national level which needs to be vastly improved upon. The UT must , therefore, strive to leapfrog from the present ‘Emerging” to top ranking and not merely to the category of “Aspirers” category. Toning up and strengthening the ecosystem is, therefore, needed the most.
