ECI nominates AEROs for all 90 Assembly seats in J&K

JAMMU, Apr 27: The Election Commission of India (ECI) today ordered appointment of dedicated Assistant Electoral Registration Officers (AEROs) for all 90 Assembly constituencies of Jammu and Kashmir where Assembly elections are due but Special Summary Revision is going on and final electoral rolls are scheduled to be published on May 27.
An order to this effect was issued by the ECI today.
“In exercise of the power conferred by Sub-Section (1) of Section 13 (C) of the Representation of People Act (RPA) 1950 (43 of 1950), the Election Commission of India has appointed each of the officers of the Government of Jammu and Kashmir as specified as dedicated Assistant Electoral Registration Officers to assist the Electoral Registration Officers (EROs) of the Assembly constituency,” the Election Commission order read.
It mentioned designation of the officers who have been appointed as AEROs against all 90 Assembly constituencies of Jammu and Kashmir.
The Block Development Officers (BDO), Child Development Project Officers (CDPOs), Project Officers, Deputy Registrars, Assistant Regional Transport Officers (ARTOs), Anti-Encroachment Officers, Assistant Directors, District Panchayat Officers, District Social Welfare Officers, District Mining Officers etc have mostly been designated as AEROs of 90 Assembly constituencies.
A separate order issued by the Election Commission of India has also designated two AEROs for Ladakh Parliamentary constituency.
Special Summary Revision of Electoral Rolls is on in Jammu and Kashmir and May 6 is last date for claims and objections. Final rolls will be published on May 27.
Jammu and Kashmir was granted 90-seat Assembly in the J&K Reorganization Act after erstwhile State was bifurcated into two Union Territories of J&K and Ladakh following abrogation of Article 370 of the Constitution of India granting it special status.
However, there was provision for nomination of two Women in the Legislative Assembly. The Delimitation Commission headed by Justice (Retired) Ranjana Prakash Desai has proposed nomination of two Kashmiri migrants to the Assembly and suggested reservation for Pakistan occupied Jammu Kashmir (PoJK) refugees.
Among 90 Assembly constituencies, nine have been reserved for Scheduled Tribes (STs) and seven for Scheduled Castes (SCs).
Jammu and Kashmir Assembly has total of 114 seats but election will be held for only 90 constituencies—47 in Kashmir division and 43 in Jammu region–as 24 seats are reserved for PoJK.
Sources said the power to nominate MLAs including Women and, if approved by the Parliament, the Kashmiri Pandit migrants and PoJK displaced persons, will be with the Central Government as is the case in Puducherry Assembly.
Puducherry is also a Union Territory with Assembly like Jammu and Kashmir. It has 30 elected MLAs and three nominated while Jammu and Kashmir will have 90 elected MLAs and a call on exact number of nominations from Kashmiri migrants and PoJK displaced persons will be taken by the Central Government.
