Education Deptt on crutches

Sir,
I would like to draw a reference to the news item titled “Education Department on crutches” DE Oct 26, 2017 highlighting the shortage of staff affecting education of students in the rural areas. In this context I would like to take the authorities a step forward where officer of the department responsible for providing such staff are themselves found reluctant to serve in the rural areas.
To site an example, the Zonal Education Officer Purmandal is sufficient to justify the claim. The officer is functioning arbitarily in the broad day light on the Jammu Pathankot NH “Kunjwani Chowk” without caring for the rural masses and in sheer violation of the orders of higher authorities.
Recently, the Director School Education under his order dated : 27-09-2017, directed the CEO Samba for getting the office of ZEO Purmandal shifted to Purmandal from Kunjwani Chowk. The CEO Samba on his turn reacting quickly, ordered the ZEO to shift to Purmandal within two days and report compliance. The month of October is over but no compliance till date.
I want to ask the officers at the helm of affairs to please come on and make it clear as to how long the shielding of the blue eyed babies of the bureaucracy will be allowed to continue  in the hierarchy where village Purmandal is the top sufferer. ZEO Purmandal, CDPO Purmandal, Asstt Registrar Cooperative Purmandal all these offices are presently working on the National  Highway.
The object of opening Government offices is undoubtedly a step towards providing services to the rural masses at their door steps but at the same time it also constitutes a step towards economic development of the area besides removal of poverty as well as unemployment.
While concluding I would like to request the authorities concerned to please come to the rescue of rural masses with an open mind and issue orders to the officers concerned to immediately shift to their legtimate place of Headquarters.
