Education sector in doldrums in State: NPP

JAMMU, Feb 2: Describing the Govt order on screening test of ReT teachers as languid and listless, former Minister and chairman of NPP Harshdev Singh has flayed the Education Department for its casual approach in addressing the ills afflicting the education system in the State.
In a press statement here, the NPP leader said while it was essential to devise a policy to raise the academic standards in the schools, the same could not be achieved merely by hammering  the ReTs alone. He said that department was required to come out with a comprehensive policy dealing with various aspects of education system.
Ridiculing the Govt order No. 631-Edu of 2015 dated 29-12-15 pertaining to the screening test of ReTs and RRETs, Mr Singh said that the said order provides for holding of written test of all those ReTs and regularized ReTs who have obtained degrees through distance mode along with those having availed the same from study centers. He observed that the said order categorically specifies the degrees obtained through distance mode or in Study Centers as below par and hence necessitates a screening test in order to assess the knowledge and efficiency of the said teachers.
He pointed out that the Education Deptt contrarily had itself issued an order No. PS/CS/Edu/15 dated 10-12-2015 whereby it accorded sanction to the training and deputation of 2000 teachers for undergoing B.Ed course by way of distance mode offered by IGNOU through its Study Centers across the State. The said Govt order further states that the cost of training of in-service teachers through distance mode would come to Rs 20,000 per candidate out of which Rs 12,000 would be borne by the Govt and the remaining would be borne by the teacher concerned payable in two equal instalments.
Expressing  dismay over the highly paradoxical orders of the Govt on the subject, Mr Singh said that the department stood exposed for its malice and contempt for certain categories of its employees besides its lackadaisical approach in dealing with the affairs of the department. He said that Education Deptt needed to explain that if the degrees obtained through distance mode were considered inferior and hence unacceptable, then why had it sanctioned the deputation and training of its 2000 employees through distance mode.
The NPP leader further alleged violation of norms and other irregularities in the transfers of teaching staff. He said that scores of lecturers having specialization in certain specific disciplines were posted against the vacancies of other disciplines only to oblige some favourites at the cost of students.
