Efforts on to ensure effective regulation of traffic system: Govt

SRINAGAR, June 16: Minister for Revenue, Relief & Rehabilitation, Syed Basharat Bukhari today said that the Government is taking various measures to ensure effective and efficient regulation of traffic system in the State.
The Minister was replying to a Calling Attention Notice of Dr. Shehnaz Ganai on behalf of Home Minister.
The Minister said that the vehicular traffic over the years has increased manifold in the State. The cities of Srinagar and Jammu being the commercial hubs and capital cities of the State have taken lead in registration of vehicles,  he added.
Giving details of road accidents Mr. Bukhari said the data reveals that there has been a decrease in the number of road accidents during the last three years. He said that 6469 accidents were occurred in 2013 in which 990 persons were killed and 8681 injured respectively.  He said in 2014,  in 5861 accidents, 992 persons were killed and 8043 injured. Similarly, in 2015, as many as 917 and 8132  persons were killed and injured respectively in 5836 accidents.
Mr. Bukhari said that against sanctioned strength of 1481 posts, presently 1126 police officers/men are posted in the Traffic Police Department for regulation of traffic, in addition, 356 Police personnel have been attached along with post from Executive cadre and 64 Police personnel from Armed cadre for regulation of traffic. Further, 33 Women Police personnel and 221 SPOs are temporarily attached with the Traffic Police Department exclusively for regulatory work, he added.
The Minister said that there are several factors responsible for road accidents, with primary causes as poor condition of roads, inadequate road width, in-adequate infrastructure, lack of traffic discipline, overloading, rooftop loading, over-speeding, triple ridding on two wheelers, use of mobile phones while driving under the influence of liquor.
Mr. Bukhari said that in order to curb the tendency of rash and negligent driving, overloading and over speeding by habitual offenders, the driving licenses of erring drivers especially of PSVs are being recommended for cancellation to the concerned RTOs/ARTOs.  He said that system of registering criminal cases under Section 304 and 307 RPC against the drivers found indulging in repeated overloading has been introduced.
Mr. Bukhari said that an amount of Rs. 21.65 lakh has been released by the Motor Vehicles Department during the last three years in favour of various Deputy Commissioners for disbursement from Passenger Welfare Fund in respect of causalities and injured in road accidents with Commercial Passengers Vehicles i.e Rs.25000 each for death, 10,000 for seriously injured and Rs.5000 for minor injuries.
