Government drawing satisfactory results from its efforts of latest electoral process at the “grass root level”, is going ahead , as scheduled not only in respect of the Panchayat polls but is proposing to hold elections to 316 Block Development Councils (BDC) as well which was going to provide a second tier of the Panchayati Raj System in Jammu and Kashmir State. This is expected to fructify immediately after culmination of much crucial Panchayati elections and declaration of winning candidates on December 11 and other formalities thereafter.
A noteworthy feature of elections to BDCs is that these elections are going to be held for the first time after the coalition State Government in 2012 could not succeed in these efforts. Moreover, the issue of reservations in the councils too was raked up by Congress leaders. However, no fresh attempts were made by the then Government to reserve the councils and hold the elections. This time, it is commendable on the part of the efforts made by the present Government apparatus under Governor’s rule to take up all such issues like reservations etc for resolution and complete all other formalities required to hold such elections. We are always stressing upon the deficiency of the required political and administrative will to be removed in order to take critical and people centric decisions. We are hopeful, given the existing efforts underway, that the Government shall take a decision on election and constitution of District Planning and Development Boards following the process of elections to the BDCs getting completed early next year. Like this, a three tier system of the Panchayati Raj will be democratically constituted.
