Embezzlement at ICDS Samba: SVC directs VO to expedite investigation

JAMMU, Mar 22: The State Vigilance Commission,  while taking review of various complaints/enquires pending with Vigilance Organization Jammu and the progress achieved in the investigation of case FIR No. 28/2015 P/S VOJ regarding alleged embezzlement at ICDS Samba, has directed to expedite investigation into the case.
During the investigation it has come to fore that supplies to be procured by the Social Welfare Department were neither put to tenders nor any Committee as per procedure in vogue was found constituted for the procurement. The supplies of pulses/ edible oils procured by the accused officials were not only found under- weight but also of substandard quality, as has been confirmed by the Government testing laboratory. To tap it, all the supplies have been shown procured from the Firm M/s Gokul, and the payments have been released through bearer cheques. The Firm M/s Gokul has denied having made any supplies of nutritional/ non-nutritional items to the ICDS Samba, establishing the fact that accused public servants have manipulated records as an eye wash when the supplies for the entire district have been found made from a single blue eyed local supplier.
The accused had gone all out to confer benefit upon their favourite supplier as lesser quantity of Moongi Dal, than the quantity reflected in Supply Order, was procured because rate of the same had increased from offered cost of Rs 72/- per Kg to   Rs 104/- per Kg.
The State Vigilance Commission while taking serious note of omissions and commissions committed by the officers of Social Welfare Department and others thus causing huge loss to the State Exchequer, directed Vigilance Organization to expedite the investigation of the case, and ensure that the officers involved in the alleged embezzlement are subjected to judicial process early.
