NOTICE
As per the guidelines for filling-up the Common Pool posts of HoDs, issued in 1999, subsequently amended vide Government Order No. 1351-GAD, of 2006, dated 07.11.2006, and 909-GAD, of 2010, dated 11.08.2010, a Head of the Department is eligible for appointment/promotion against a Common Pool post, provided:
(i) he/she does not belong to IAS/IPS/IFS or KAS.
(ii) he/she has completed five years of services in the pay scale of Rs. 14,300-18,300 (pre-revised)
As per these guidelines, promotion against these posts is to be made by selection on the basis of merit, suitability and reputation of the eligible officers. Two posts are presently available in this cadre, which are required to be filled-up.
Vide this Department’s O.M. No. GAD(Ser)GenI/40/2008 dated 07.08.2014, all the Administrative Secretaries were requested to furnish the biodata, in the enclosed proforma, of all the eligible Heads of Department, other than those belonging to IAS/IPS/IFS/KAS, under their respective administrative control, who have completed five years or more of continuous service in the pay scale of Rs. 14,300-18,300 (pre-revised), on substantive basis, within a period of thirty day, i.e. uptil the 7th of September, 2014, which period has now been decided to be extended upto 31.12.2014, to give a fair chance to all the eligible HoDs for being accorded consideration for appointment against these posts.
This is brought to the notice of all concerned. The communications dated 07.08.2014 and 27.11.2014, addressed to all the Administrative Secretaries, requesting them to furnish the recommendations/nominations by or before the extended date i.e. 31.12.2014, along with the guidelines regarding filling up of the common pool of posts for HoDs is available on the official website of GAD (www.jkgad.nic.in).
