SRINAGAR, Mar 22: State Joint Action Committee (SJAC) of Engineering Graduates Associations (Civil, Mechanical & Electrical) today threatened to boycott election duties and suspend all the developmental works to press for their demands.
Addressing a press conference here today, the engineers lamented the callous attitude of the Government towards the engineers and demanded that Government should issue the SRO of the already approved ACP scheme at an earliest besides expediting the process of regularization on one time basis and implementation of SRO 42.
The SJAC highlighted the plight of the engineers and said that a deliberate mechanism of adhoc / in-charge placement has been adopted in the engineering departments to thrust the bonded labor system upon the engineers, whereby they are asked to relinquish the duties at a higher post with salaries of a lower post.
They said that there has never been any expansion / rationalization of engineering cadre which has led to the enormous stagnation in engineering services which can only be addressed by the mechanism of Assured Career Progression (ACP) / time bound promotion system.
They also said that the pay anomaly committee in the year 2009-10 had accepted and approved the grade pay of 4260 (pre-revised 5700-200-10100) in favour of engineers vide G.O No. 296-F of 2010 dated 21/12/2010. Consequent to this, the SRO-42 was issued in the year 2011 dated 02.02.2011 but the benefit of this SRO is availed by all State Government employees except the Junior Engineer cadre.
The SJAC demanded that the SRO for the already approved ACP Scheme be issued without any further delay, the process of regularization of the in-charge promotions may be initiated on the pattern of the School Education Department on one-time basis and the necessary clarification for SRO-42 of 2011 may be issued without any delay.
The SJAC impressed upon the Governor Satya Pal Malik and Chief Secretary to issue the SRO for the ACP Scheme and redressal of other issues and threatened that if the same is not done in the right earnest, the engineers will be forced to start a mass agitation and suspend the developmental works as well as may boycott the election duties.
“The engineers do not intend to adopt the confrontational path but such an attitude from the administration leaves no choice for the engineers but to suspend the developmental works and proceed on a protest program, even may boycott the election duties which largely involves the services of the engineers,” they said.
