Enhanced reservation

In a bid to infuse life into the concept of a welfare state, the Government of India has taken a positive step by enhancing the quota of reservation in Government vacancies for the people with benchmark disabilities in Group A, B and C from 3 per cent to 4 per cent. Instructions have been issued to all Ministries to enforce the new rules for recruitment in Central Government services. The one per cent increase will not include the Scheduled Caste for whom separate quota has already been set apart in Government services. The good thing is that this reservation will include acid victims as well who were not so far eligible for the reservation. The benchmark stipulates that a person with not less than forty per cent of specified disability falls within the benchmark category. The instructions have been issued by the  Department of Personnel and Training (DoPT) recently to all Central Government departments to ensure that one per cent of each posts be reserved for people with blindness and low vision; deaf and hard of hearing; locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy..
Keeping in mind the magnitude of population in our country, the number of people with benchmark disability is very large. The Government is of opinion that these people with various kinds of specified disabilities are not incapable of rendering such type of service in the Government departments as would not really be hampered by physical disability. For example a person hard of hearing should be able to the services of a computer proficient or a laboratory assistant or a book keeper. Intellectual disability is a condition characterized by significant limitations both in intellectual functioning such as reasoning, learning and problem solving, and in adaptive behaviour that covers a range of everyday skills.
After all these unfortunate people have the right to work, right to food and right to education.  It is the duty of the Government to provide them with succor so that they are able to earn two square meals. Once the Central Government begins to implement 4 per cent quota for this class of society, it is but natural that other states will follow suit. In this way a large number of people with disabilities will be able to fend for them. The move to enhance reservation quota for those with learning disability and acid attack victims comes after passage of the Rights of Persons with Disabilities Act, 2016, and the notification of relevant rules in this regard.
