RAJOURI, Oct 6: Executive Officer (EO) of Municipal Committee Thanamandi along with Khilafwarzi Inspector and some other officials have been booked by Rajouri police for fraudulent appointments of some daily wagers, casual labourers and need base employees.
Official sources said that recently, some persons serving as daily wagers, casual labourers and need base employees in Municipal Committee Thanamandi called upon Senior Superintendent of Police, Yougal Manhas and complained that they were engaged in Municipal Committee Thanamandi prior to 2014 on consolidated honorarium but soon after starting biometric attendance system, they were told by the Khilafwarzi Inspector that their names are missing from attendance lists.
They further alleged that a large number of illegal appointments have been made in Municipal Committee Thanamandi in recent years and many relatives and close ones of employees posted there already have been given a backdoor entry and some of illegal appointees are running their business establishments in Thanamandi town which is open mockery of norms.
Sensing gravity of the complaint, SSP directed Sub Divisional Police Officer, Thanamandi, Iftikar Chowdhary to conduct an in-depth inquiry into this matter. Initially, officials of MC Thanamandi adopted delaying tactics in furnishing required records and after observing such a response of Municipal Committee officials, police team visited the Municipal Committee office and seized the record which was put to scruntinization by police and in-depth probe started.
During probe, it was found that cutting and over-writing has been done in some orders and even eraser fluid was used to remove some names and other names were written on the said space.
It was also found during probe that 16 persons have been appointed by Municipal authorities during the period 2015-17 despite a Government ban on such appointments. Some appointees also hail from Rajouri, Kalakote and Darhal tehsils.
During scrutiny of Muster Roll, it was found that Executive Officer Municipal Committee Thanamandi, Mohd Kabir Malik and Khilafwarzi Inspector Mohd Khalil engaged daily wagers in MC Thanamandi and their orders were issued in back dates of 2012, 2013 and 2014 but the name of such appointees were not found in Muster Roll which establishes that they were appointed post 2015.
In appointments of three persons, who are relatives to EO Mohd Kabir Malik, it was found that officer remained posted as Thanamandi Municipal Committee Executive Officer during 2012 and he was again posted as Executive Officer in 2017 and now in 2017 he issued orders in back dates.
Keeping in view all above facts, prima- facia allegations of misuse of official position have been made out against Executive Officer of Municipal Committee Thanamandi, Mohd Kabir Malik and Khilafwarzi Inspector Khalil Ahmed for illegal appointments in Municipal Committee.
Taking cognizance, Police has registered a case FIR 182/2018 U/Ss 420, 467, 468, 471 RPC and 5(2) PC Act at Police Station Thanamandi against EO Mohd Kabir Malik, Khilafwarzi Inspector- Khalil Ahmed and other officials of Municipal Committee.
