Exclusion of package employees from list discriminatory: Raina

JAMMU, Apr 28: Girdhari Lal Raina spokesperson, BJP JK and a former Member of Legislative Council in a letter to LG Manoj Sinha has raised the issue of exclusion of employees recruited under PM’s Package for Return and Rehabilitation of the displaced community from the seniority lists of various departments. Terming elimination as discriminatory and in violation of rules, Raina expressed surprise that even those employees who have already been promoted and shifted to regular posts stand excluded from the seniority list of their respective departments.
In this regard he cited the example of Accounts assistants of Finance Department who were given twice promotions by PSC were later deleted from the list which is total discriminatory attitude of authorities towards the K P community.
He alleged this all is being done by a section of bureaucracy to defame the Union Government under a big conspiracy. Smelling a rat he demanded a probe into the matter.
Raina was pained to point out that a prejudiced notion has been consciously created and allowed to disseminate by some senior officers posts where these employees are working are temporary in nature overlooking facts, SROs and guidelines and clarifications issued by GAD Department from time to time.
Recalling SRO No 412 dated 30-December 2009, Former MLC underlined the fact clearly mentioned in rule 7 that “The seniority of the appointees shall be fixed at the places on the posts of their first appointment in that particular grade and service”, he added further that even GAD examined the issue vide its O.M. No GAD (Adm) 103/2013I, dated 11-02-2014 made it clear to all the departments that after proper examination “The persons appointed under the Prime Minister’s package shall be entitled to all the benefits including seniority and other service benefits which should be extended to them by the concerned departments as per rules.”
“If the precedent of not respecting SRO 412 of 2009 is allowed to take place, I fear we will be confronted with a very bad political, moral and legal issue and may open the proverbial Pandora’s box”, he said.
