Expedite completion of projects, monitor progress: CS to Secretaries

JAMMU, Nov 22: The High Powered Committee headed by Chief Secretary Madhav Lal, today reviewed the status of NABARD assisted Rural Infrastructure Development Fund (RIDF) in the State.
Under RIDF, Rs 500 crore normative allocations for the financial year 2012-13 have been sanctioned, out of which disbursals to the tune of Rs 254.47 crore have already been made under various sectors including rural roads and bridges, irrigation, flood protection and soil conservation projects, drinking water, school infrastructure etc.
While reviewing the position of sanction of RIDF projects vis-a-vis- completion of ongoing projects during the last 6 years, Chief Secretary stressed upon the implementing agencies to expedite the work on all projects to be completed during the year 2012-13 and asserted that incomplete projects of earlier tranches should be reposed under current tranche to ensure completion of balance work.
He also underscored the need for regular monitoring and cooperation between NABARD and concerned departments for the successful implementation of RIDF during 2012-13 so that substantial rural infrastructure gets created. He asked Administrative Secretaries to review progress of projects at regular intervals at their own level also and ensure that Project Completion Reports are submitted on time.
Detailed discussion to address various issues relating to fund flow and gaps, diversification of projects under the scheme, higher percentage allocation on agricultural infrastructure, non starter projects, capacity building etc was held during the meeting.
NABARD has set up a separate Fund titled Rural Infrastructural Promotion Fund (RIPF) for capacity building initiatives and promoting innovative and experimental projects in rural sector, the meeting was informed. It was also informed that Rs 75 crore normative allocations have been earmarked for J&K for creation of warehousing including cold storage chain infrastructural facilities for the year 2012-13.
The meeting was attending by Financial Commissioner Finance, M.I Khanday, Principal Secretary Home, B.R.Sharma, Principal Secretary Planning and Development, B.B.Vyas, representatives of NABARD, Administrative Secretaries, Chief Engineers and other senior officers.
