SRINAGAR, Apr 30: The Federation of Chambers of Industries Kashmir (FCIK) today expressed concerns over the non-compliance of Government orders by various departments regarding the procurement of 25% of their total annual procurement of goods or services from micro, small, and medium enterprises (MSMEs).
A spokesperson of the FCIK said that Government orders are being openly flouted, mainly by the engineering departments, and urged strict action against violators of these orders. He said the Government circular, issued on February 24, 2023, makes it mandatory for all Government departments and public sector undertakings to procure a minimum of 25% of their overall annual procurement of goods or services from MSMEs.
The FCIK spokesman said that contractors were grabbing work orders for manufacturing units by quoting lower rates, and untested and substandard goods were being installed, leading to quality issues. He said the FCIK has drawn the Government’s attention to the use of untested, unauthentic, low-quality materials and deviations in the use of materials in many of these work contracts. “We urge all administrative departments to monitor that their subordinate offices adhere to the Government instructions regarding the earmarking and procurement of 25% of their annual requirements from MSMEs, besides segregating industrial goods from work contracts,” he said.
He said FCIK has invited the attention of the Principal Secretary PWD and Chief Engineer R&B towards the NIT No: 05 of R&B/Khanabal/2023-24/E-Tendering/1035-44 dated 24-04-2023 issued by Executive Engineer, R&B Division, Khanabal for 16 various works and has sought their intervention in making the concerned change the eligibility criteria for specified industrial-related works to keep it restricted to registered MSMEs only. “The FCIK believes that all such quality issues could be taken care of only when these industrial goods are procured by industrial units,” he said.
