Framing of new Jail Manual for J&K

JAMMU, Dec 4: In a Public Interest Litigation (PIL) seeking farming of new Jail Manual for J&K, Division Bench of High Court Comprising Chief Justice Gita Mittal and Justice Puneet Gupta has granted eight weeks time for filing latest status report failing which the Principal Secretary to Government, Home Department shall remain personally present on the next date of hearing.
When the PIL came-up for hearing, DB observed, “an adjournment is yet again requested by B A Dar, Senior AAG submitting that the Jail Manual is at the last stage of finalization”, adding “in as much as this matter has been pending in this court for over two years now, it is undisputed that the existing Jail Manual requires to be urgently looked into which exercise is stated to have been undertaken and amendments have been made”.
Accordingly, DB directed Senior AAG to file the latest report regarding the Jail Manual before within eight weeks from today failing which the Principal Secretary to Government, Home Department shall remain personally present on the next date of hearing.
“Time is sought by T M Shamsi, Special Counsel appearing for the UT of Ladakh on the ground that the Government of UT of Ladakh is taking serious examination of the Jail Manuals of other States and Union Territories before finalizing the Jail Manual which would be applicable in the Union Territory of Ladakh”, the DB observed.
