Dilapidated condition of cattle pound at Nagrota

JAMMU, Jan 5: In the much publicized PIL filed by an NGO-SAVE (Save Animals Value Environment), a Division Bench of the High Court of Jammu & Kashmir and Ladakh comprising Chief Justice Tashi Rabstan and Justice M A Chowdhary has directed the Commissioner, Jammu Municipal Corporation (JMC) and the petitioner NGO to file their response to the affidavit filed by outsourced agency—Go Raksha Samiti through Raj Kumar.
When the PIL highlighting dilapidated condition of cattle pound/Goshala came up for hearing, Advocate Sheikh Shakeel Ahmed with Advocates Rahul Raina, Supriya Chouhan and Mohd Zulkarnain Chowdhary reminded the Division Bench about the status report of JMC Commissioner highlighting major deficiencies in the running of cattle pound by the outsourced agency.
At this stage, Advocate Muneesh Sharma caused appearance for outsourced agency and submitted that on January 1, 2025 he has filed an affidavit to apprise the court that appropriate steps have been taken on the lapses pointed out in the status report filed by the Commissioner after his spot inspection. The Division Bench remarked, “the affidavit is not before the court”. However, Advocate S S Ahmed conceded that he has received a copy of the same.
Accordingly, Division Bench directed the Registry to scan the affidavit filed by Advocate Muneesh Sharma appearing for the outsourced agency and a copy of the same be supplied to Advocate Harshvardhan Gupta appearing for JMC and he was further directed to file the latest status report before the next date of hearing.
Advocate S S Ahmed also requested the Division Bench that he would also like to file his response on behalf of NGO-SAVE and the court allowed his prayer. Advocate Dheeraj Sharma appeared vice Advocate Naved Gul for the Chief Executive Officer, Food Safety & Standards Authority of India, New Delhi.
