Finance Deptt issues guidelines to avoid rush of expenditure

JAMMU, Mar 3: Finance Department today issued a slew of guidelines to streamline the fiscal management towards the closure of the financial year and avoid rush of expenditure in the last few days of March.
According to an order issued by the Commissioner Secretary, Finance, Navin Kumar Choudhary, under no circumstances any bill in respect of financial year 2016-17 will be received in the treasuries on the last working day of the current fiscal , the date on which only payments will be made and accounts reconciled.
As per the order the Treasury Officers will not entertain any  bill/cheque for payment after working hours on March 30, 2017, pertaining to the financial year 2016-17 and all the DDOs  have been advised to plan their bill presentations accordingly at treasury.
It said the proposals for parking of money in “Civil Deposits” in order to avoid lapsing of funds will not be entertained and processed. “Issuance of Hundies stands already banned and the departments are advised not to move any proposal in this regard,” the order said.
According to the order, no re-appropriation will be allowed and all powers in this regard at the level of Administrative Department and HoDs  have already been withdrawn vide Government Order No: 28-F of 2017 dated 08.02.2017.
It said re-appropriation proposal will be considered on merits in Finance Department only in respect of savings to be utilized for authorized pending work done liabilities.  “All such proposal will be entertained by the Finance Department only upto 24 March 2017,” the order said.
Proposals of Advance Drawal , Revalidation,  Authorization etc, if any pertaining to financial year 2016-17 will be submitted to the Finance Department well before March 24, 2017.  No such proposal will be entertained by the Finance Department after March 24, 2017, the order said.
