Lieutenant Governor Girish Chandra Murmu, while presiding over a meeting of Department of Planning Development and Monitoring at Jammu, exhorted the officers concerned to ensure that works on the projects under Prime Minister’s Development Package (PMDP) were expedited and completed within the timelines. That he has given the much awaited idea of implementing the concept of fixing responsibility for delays in projects under construction especially the ones related to health infrastructure projects isapt and timely. The idea is welcome but we wish it to be translated into implantation shape.
Monitoring of projects is as important as it is to build them but what we observethat in absence of proper monitoring and follow up, inspections and audits as also unhindered funds flow make the projects develop such conditions that delays and deferments take place. That part of the problem needs to be addressed and mere instructions and exhortations would serve no purpose. The projects being sponsored by the Union Government usually find very less logistic support from the local administration and a rapport of the magnitude required between the UT Government and the Union Government is usually not up to the mark towards which the Lt.Governor has also made a reference and urged the officers concerned to coordinate with the Union Government regarding funds and keep submitting to them the funds proposals so that developmental projects were completed in time.
Not that works are not done but only 15 out of the 35 projects including the ChenaniNashri Tunnel and Jammu Stadium under the PMDP are completed while rest are still being carried on where pace and zeal of work on them needed to be toned up. Needless to add, tourism related projects to revamp the tourism sector , the backbone of the UT of Jammu and Kashmir,, must get prominence and due preference.
