Food Security Bill

Sir,
Any move on programme of the Govt. which is aimed at providing succor to the needy and down trodden especially those living below the poverty line and thus favourably impacting their life is welcome and appreciable. We are living in a democratic country and Govt at the helms need to devise such policies and programs which are basically aimed at taking care of the poor and the down trodden particularly and common public in general. And taking view of the issue in question from the angle, the current food security bill, the dream project of the UPA Govt passed by the Lok Sabha on Monday (26th August) is of course certainly welcome in view of the fact that this welfare scheme of the Govt is slated to be covering 80 crore people that is 67 percent of the population by providing them subsidized food.
Besides, the fact that the country being the one harbouring quite a large number of people living below the poverty line and to help them to feed  themselves in order to stave off starvation, this food security bill is going to be of paramount significance. However, the major caution that the Govt. needs to take is to ensure that the programme is implemented in its proper letter and spirit and all the loopholes and lacunae to be encountered are plugged. The past has told us that the well intended programs of the Govt like MNREGA, Mid Day Meal Scheme and Antodaya Ann Yojna etc have drawn flaks from the different quarters due to their shortcomings and lacunae and improper monitoring system.Our public distribution is suffering from 15 to 35 percent leakages.
And this can be attributed to non-compliance of guidelines in letter and spirit as well as proper monitoring system in respect of these well intentioned programmes of the Govt. These shortcoming and improper monitoring system of these welfare schemes of  the Govt are often get highlighted in the media. Somewhere, the problem lies not with the welfare scheme but at its implementation level. Therefore, it is the bounden duty of the Govt. to ensure that the benefits of the food security bill reach the people for whom the programme is targeted.
