Framework for State Disaster Management Plan finalized

SRINAGAR, Oct 16: Highlighting the importance of preparation and mitigation of disasters alongwith the response, the Chief Secretary, Madhav Lal said that the State Disaster Management Plan will be prepared shortly and the frame work to this effect was finalized today in a meeting in which the members of National Disaster Management Authority T. Nanda Kumar and Dr. Muzaffar Ahmed besides senior officials of State Government, and various experts were present.
The Chief Secretary said that Jammu and Kashmir is a multi hazards prone State and the events such as Kashmir earthquake of 2005, Leh cloudburst and flash floods and snow blizzards, wind storms and traffic accidents etc clearly demonstrate the need for an effective mechanism for disaster management at the State and lower levels.
He said that the State Disaster Management Plan will be prepared in consultation with National Disaster Management Authority, professional agencies and disaster management experts and other stakeholders. He said in order to prepare the plan technical and professional inputs will be required in various sectors and as such best available resources need to be utilized.
Member, National Disaster Management Authority, T. Nanda Kumar said that owing to multi vulnerability the State experiences several disasters of recurrent nature that result in loss of life and property as such there is an urgent need to built capacity and procure critical equipment. He said that the SDMP essentially should contain mitigation component, capacity building component and response besides utilisation of available and additional resources.
Discussions were also held on inter sectoral disaster preparedness and coordination and community participation and their capacity building through workshops and other awareness programmes.
