JAMMU, Aug 20: To accomplish the objective Housing for All, MLA R.S.Pura, Dr Gagan Bhagat chaired a review meeting today. The meeting was to finalize the contours of the Housing for All Mission for R.S.Pura Constituency, which is one of the priority commitments of the Union Government. The program was mentioned in the president’s address to Parliament in June 2014, after BJP came to power at Centre. “By the time the nation completes 75 years of its Independence every family will have a Pucca house with water connection , toilet facility and 24×7 electricity supply and access and our Prime Minister along with his team is working to complete and ensure ” ,said Dr Gagan Bhagat.
Even Finance Minister Arun Jaitley said in the Parliament ” I intent to extend additional tax incentive on home loans to encourage people, especially the youths to own their houses, I propose setting up a Mission on Low cost affordable housing which will be anchored in the National Housing Bank, schemes will be evolved to incentivize the development of low cost affordable housing”, he added while quoting Mr Jaitley.
Dr Bhagat said in pursuance of this commitment the Prime Minister Narender Modi has been holding a series of meetings to give shape to this dream vision and commitment. The programme proposes to built two crore houses nation wise and with regards to Jammu & Kashmir 25 towns have been selected for this project. This would cover both the slum housing and affordable housing for the weaker sections. It will cover Urban poor living in Kuccha houses, slums, urban residents who are homeless and new migrants to the urban area in search of shelter. The baseline survey has been conducted at the R.S Pura town to access the demand for such housing and identify resource requirements among the town dwellers.
The program involves an urban reform component to generate the resources and capacities for Urban housing, a set of guidelines, an element of government support and a significant contribution from beneficiaries, in addition to the bank financing, a large portion of the program is to be financed in a Public Private Partnership (P.P.P) mode by leveraging land and other resources in the town like R.S Pura, told Dr Gagan Bhagat while briefing the media persons after the meeting. Senior officers associated with H.F.A including R.C Sharma, State level Social development specialist, Kapil Kumar Management and Information system specialist, Ch. Rashid State town planning specialist .were present in the meeting, E.O R.S Pura Jodhraj and Sanjeev Kumar from private group Compaq who has taken the project at R.S Pura also participated in the meeting.
