NEW DELHI, Aug 22: National Conference of the State Ministers for Industries and MSME for the Development of Micro, Small & Medium Enterprises was organized by the Union Ministry for Micro, Small and Medium Enterprises (MSME) at Vigyan Bhawan, here today.
The Conference was held under the chairmanship of Minister for MSME, Government of India, Kalraj Mishra. The Financial Commissioner Industries and Commerce, Government of Jammu and Kashmir, Khurshid Ahmed Ganai presented the views of the State Government at the conference on the issues identified by the Ministry of MSME.
Speaking on the conference, Mr. Ganai said the proposal of the Ministry to simplify the MSME registration by single form registration mechanism is a welcome step. The mechanism if put in place will replace the cumbersome process of filling up of multiple forms, he said. The Financial Commissioner suggested that a mechanism of across the table clearances in the single Window Clearance meeting may be evolved to reduce the period of registration and allotment of land.
On the allotment of land, Ganai said that the entire process is transparent and stressed that updated information about allotments and vacant plots needs to be uploaded on the official websites.
Appreciating the idea of vertical expansion Mr. Ganai said that it would require timely and adequate funding and requested the Ministry of MSME to issue guidelines on the same to help in the identification of the units that can be provided space in such a manner.
The proposal of the Ministry regarding EM-I and EM-II forms all MSMEs is likely to facilitate proper planning and implementation of the schemes of the State and Central Governments, he said. However, making it mandatory will need further discussions, he added. Regarding online registration Mr. Ganai said that the State will be eagerly waiting for the software package from the Ministry to put in place the process of online registration.
Highlighting the State Government’s priority to the proposal of setting up of the Technology Centre in the State the Financial Commissioner said that the Government has already identified land for the purpose at Ghatti, District Kathua in Jammu Division and the memorandum is under submission to the State Cabinet for formal allotment. He reiterated the demand of the State Government for approval to the setting up of an Extension Technology Centre at Sanat Nagar, Srinagar.
Under the Scheme MSE-Cluster Development Programme (CDP), Mr. Ganai requested the Ministry to consider liberal funding for J&K keeping in view the absence of adequate industrial infrastructure in the State and stressed that the cost of developing an Industrial Estate has increased over time and therefore, the ceiling of Rs 10.00 crore under the scheme also needs to be revisited. He suggested that the Ministry earmark an annual allocation of about Rs 100 Crore for the State of J&K for the development of industrial infrastructure and estates. Mr. Ganai further suggested that funding be provided on 100% or 90%-10% basis instead of the existing 80%-20% basis.
The Financial Commissioner said that in order to provide Marketing Support to the local MSMEs, the GoI may consider issuing instructions to the Central Government Departments located in the States to make 25 to 30% purchases from the local MSMEs.
Mr. Ganai said that J&K has already proposed inclusion of Transport activity under PMEGP which needs to be considered favourably.
Speaking on Pashmina processing activity the Financial Commissioner stressed for the inclusion of Pashmina activity under PMEGP.
