In the garb of training, ISM sends MO on Darbar Move; patients suffer

SRINAGAR, Dec 1: To facilitate the Darbar move of a Medical Officer, the Directorate of Indian System of Medicine has been ordering training programme at Jammu for the officer for last three years while the patients in remote Kangan village suffer.
The latest order to facilitate the Darbar Move of the Medical Officer has been issued in October this year by the Directorate of Indian System of Medicine. The order (DG-ISM/Est/3740-44) issued from the Office of Director General of Indian System of Medicines reads: “Dr Munawer Arifa Medical Officer ISM Ganderbal shall report to Govt Ayurvedic Hospital Jammu to attend ROTP training course for a period of three months w.e.f 05-11-2016.” However, for last two years the similar order of the officer was extended till April.
The Medical Superintendent Govt Ayurvedic Hospital Jammu, Dr Taran Singh, said that as such there is no formal training going on in the hospital right now but the hospital conducts short term re-orientation training courses for doctors and sometimes Directorate of ISM sends individual cases.
Last year the Medical Officer was sent for the same training during winter to facilitate her Darbar move. Last year, the officer was sent on ROTP for six months under the orders from the office of DG ISM under order No. DG-ISM/Estt/4622-29 dated 30-10-2015.
The last year’s relieving order of the Medical Officer reads: “Pursuant to the order No. DG-ISM/Estt/4622-29 dated 30-10-2015 undersigned is relieved today on 10-11-2015 for ROTP at Ayurvedic Hospital Jammu.”
In 2014, the officer was sent for the training in the month of November to Jammu. The order issued by Assistant District Medical Officer ISM&H, Srinagar/Ganderbal (dated 11-12-2014) reads: “Dr Munawer Arifa Medical Officer ISM Dispensary Chattergul Ganderbal is hereby directed to report to the office of Director General Indian System of Medicine J&K Jammu with immediate effect to attend trainings with regard to IEC and in the meanwhile the subordinate staff of the institution shall carry routine work of the institution.”
The Medical Officer was relieved from the office of Directorate of Indian System of Medicine in the month of April. The order (No. DG-ISM/204-06 dated 15-04-2015) reads: “Dr Munawer Arifa Medical Officer ISM Dispensary Khanan district Ganderbal has attended Re-orientation training/IEC Programme at Govt. Ayurvedic Hospital Jammu, is hereby relieved today on 15-04-2015 A.N and directed to report ISM Dispensary Khanan district Ganderbal for further duties.”
Residents of Khanan area told Excelsior that they are suffering by such orders as the dispensary is left without a doctor. They said that they have to travel long distances during harsh winters for medicare when the same facility is available in their village.
