Resentment brewing among employees of different Deptts

JAMMU, Dec 25: While resentment is brewing among the employees of different departments over inordinate delay in implementation of Assured Career Progression/ Time Bound Promotion Scheme, a Sub-Committee of officers has failed to meet even after the lapse of four months although it was supposed to submit detailed report on the issue within a period of one month after its constitution.
Vide Government Order No.1339 dated July 9, 2024, the General Administration Department constituted a Sub-Committee of officers of the rank of Additional Chief Secretary, Principal Secretary, Commissioner Secretary and Secretary to examine the issue related to the Assured Career Progression (ACP)/Time Bound Promotion (TBP) Scheme with regard to different departments except Jammu and Kashmir Administrative Service (JKAS) and J&K Police (Gazetted) Service.

Even Administrative Secretary of the department concerned was made member of the Sub-Committee so as to take holistic view of the issue.
It was mentioned in the order that Sub-Committee, while examining the issue, shall consider (but not limited to) different aspects like a comprehensive view of the scheme; identification of service-specific solutions by analyzing the pyramid structure, recruitment patterns and recruitment rules; evaluation of the service specific need for cadre restructuring or scheme like Assured Career Progression; justification of whether the Assured Career Progression Scheme is necessary for a particular service.
Moreover, the Sub-Committee was asked to examine any harsh conditions imposed on members of a particular service that are beyond their control; conditions to be imposed for extending the non-functional scheme in the particular service; development of a justifiable solution that does not become endless and establishment of basic criteria for an equitable solution.
It was specifically mentioned in the order by the General Administration Department that Sub-Committee shall submit a detailed report for consideration by the Establishment-cum-Selection Committee within a period of one month—by August 9, 2024.
“However, what to talk of submission of detailed report within the specified time-frame, the Sub-Committee has failed to meet even once till date”, official sources told EXCELSIOR.
The Administrative Secretaries of some concerned departments, when approached, too confirmed, while wishing anonymity, that they have not been invited till date by the Sub-Committee to deliberate on the issue related to the Assured Career Progression/Time Bound Promotion Scheme.
“The aggrieved employees are regularly approaching us seeking information about the suggestions made by the Sub-Committee but we are not in a position to convey them anything as discussion has not taken place so far”, they said. However, they admitted that due to inordinate delay in implementation of Assured Career Progression/ Time Bound Promotion Scheme strong resentment was brewing among the employees.
Few days back, the Jammu & Kashmir Mechanical Engineering Graduates Association urged the Government to implement the long-awaited Assured Career Progression (ACP) Scheme and mentioned that crucial reform is essential to addressing decades of career stagnation that have significantly impacted morale and productivity of engineers.
In the recent past, a delegation of All JK Plus 2 PSC Lecturers’ Association also called on Deputy Chief Minister and submitted a memorandum urging him to implement Assured Career Progression. They pointed out that they have been pursuing the issue during the past many years but no substantial steps have been taken by the Government to address the problem.
Further, it is due to inordinate delay in implementation of ACP that engineers of Power Development Department are going to stage protest on December 30.
It is pertinent to mention here that Assured Career Progression Scheme has already been implemented in respect of J&K Police Gazetted Service and Jammu and Kashmir Administrative Service (JKAS) officers.
