SRINAGAR, Oct 29: To monitor ragging incidents and ensure that reported cases are promptly investigated to curb this menace, the Government Medical College (GMC), Srinagar, has formed an anti-ragging committee and an anti-ragging squad, with the latter empowered to conduct surprise checks and random surveys.
The anti-ragging squad, which comprises sixteen members from different sections of GMC, Srinagar, has been constituted to ensure strict implementation of NMC regulations to curb the menace of ragging within the institution.
The squad has been directed to report any incident of ragging that may occur in the college to the already constituted anti ragging committee for immediate necessary action as per its mandate.
The duties outlined for the anti-ragging squad include that its members have to adhere to a duty roster and will have to remain vigilant and agile at all times and also provide necessary details so that the members are easily reachable even by fresher’s and other students.
The squad will also make surprise checks in the hostels, boarding areas, playgrounds and transport facilities and other areas even at odd hours, for which, the officials said, the anti-ragging squad will be duly empowered.
It has also been directed to make discreet enquiries regarding compliance and adherence of these regulations by seniors and can conduct anonymous surveys that may be random, to identify possibly unreported incidents of ragging as designed by the medical college or institution.
The squad has also been empowered to check freshers for any injuries or indirect evidence of possible ragging “such as inability to stay awake during the day indicating possible ragging throughout the night or inability to sleep due to fear of ragging.”
It will be the anti-ragging squad which will inform the authorities concerned to rectify vulnerable areas “such as dark stretches due to fused bulbs etc.”
With regard to the anti-ragging committee, which is headed by the Principal, GMC Srinagar, it has been tasked to overall monitoring of anti-ragging activities of the Medical College and ensuring compliance with the provisions concerning ragging both of these regulations as well as the provisions of any law for the time being in force.
The committee will have members from faculty, freshers category, seniors, parents, non-teaching staff and representatives from the police and civil administration.
Details state that, the committee, apart from other tasks, will also ensure monitoring the activities of the anti-ragging squad and investigate reports of ragging, if any, or approve committees formed for this purpose.
The committee has also been empowered to make suggestions for improvement of measures taken by the medical college or institution for prohibiting and preventing ragging.
