Govt adopts procedure for inclusion of families missing from SECC-2011 database

JAMMU, Nov 9: In a big relief to the residents of Jammu and Kashmir whose names were missing from Socio Economic Caste Census (SECC) -2011 data, Government today accorded sanction to the adoption of the procedure and constitution of committees to include such families in the database for implementation of SEHAT scheme in the UT.
Speaking to Excelsior, Financial Commissioner, Health and Medical Education Department, J&K, Dulloo said that around 5 percent families were left out of the SECC-2011 for varied reasons and to give a chance to these families to register them in the SECC-2011 data and avail benefit of UT Government’s SEHAT scheme, Government has formulated/adopted a procedure for general people and JK migrants.
He said that Government wants to ensure that no J&K citizen or migrant (having a valid domicile certificate) is deprived of the SEHAT scheme under which all the residents of the UT will get an annual health insurance cover of Rs 5 lakh per family on a floater basis.
In an order issued today, the FC said now, any Head of the family (having a valid Domicile Certificate) whose family is not figuring in the SECC-2011 data and who is desirous of enlisting his family in the database, can give representation before the Chairman of the Block Level Committee or Tehsildar concerned, who shall forward his application to the Patwari concerned for verification by the Village Level Committee.
As per the order, the Village Level Committee comprising Patwari concerned, Village Level Worker, Store Keeper FCS&CA and ASHA, after ascertaining the facts on ground regarding existence of separate household (Chulha) of the applicant and possession of separate ration card by him, shall furnish a report to the Chairman, Block Level Committee (BLC) through Patwari concerned within 2 days.
Further, the case(s) received by BLC Chairman shall be placed before the Block Level Committee comprising Tehsildar concerned (Chairman), Block Development Officer (member), Block Medical Officer (Member/Secretary) and Tehsil Supplies Officer (Member) and the BLC after certifying the genuineness of the case(s) and also after ascertaining that the family is not part of the already existing SECC-2011 data, shall forward the same, through its Member/Secretary , to the Chief Medical Officer(CMO).
“Finally, the CMO shall upload the received data on SECC-2011 machine readable format on the IT solution provided by National Health Authority, with intimation to the Chief Executive Officer, State Health Agency,” the order read. It added that the Block Level Committee will have to clear the case(s) as received by it within 5 days but it will also have the power to reject the case(s), for which it will have to give the reasons in writing.
In case of JK Migrants, Dulloo said, such family which is not figuring in the SECC-2011 data and want to enlist itself in the database, its Head (having a valid Domicile Certificate) shall represent before the Chairman of the Camp/Zone Level Committee/Resident Commissioner of J&K Government, New Delhi/District Magistrate (in case of migrants residing outside the camps/zones).
“While the Camp Level Committee will be chaired by Tehsildar (Camp Commander) and BDL, BMO and TSO concerned shall be its Members, the Zone Level Committee will be chaired by Tehsildar (Zonal Officer) and BDO, BMO and TSO shall be its members,” the order issued by the FC mentioned.
The FC said the Camp/Zone Level Committee after ascertaining the facts on ground regarding existence of separate household (Chulha) and possession of separate relief ration card of the applicant, shall compile the report within 7 days and after certifying the genuineness of the case and ensuring that the family is not part of the already existing SECC-2011 data, shall forward the case through its chairman to the Deputy Commissioner (Relief) concerned, who after seeking approval from the Relief and Rehabilitation Commissioner Migrants, shall upload the data on SECC-2011.
“In respect of migrant cases received by the Relief and Rehabilitation Commissioner, Migrants, from other sources like the office of the Resident Commissioner, J&K Government, New Delhi/District Magistrates (in case of migrants residing outside the Camps/Zones), the Relief and Rehabilitation Commissioner, Migrants, after certifying the genuineness of the cases, shall entrust the job of uploading the data on SECC-2011 to the Deputy Commissioner, Relief (incharge of the Division to which the applicant actually belonged) or any other officer nominated by the Government, with intimation to Chief Executive Officer, State Health Agency,” he added.
