JAMMU, Apr 25: The State Government today released 30 per cent interim relief at basic pay and pension in favour of the members of Jammu and Kashmir Subordinate Judicial Services with effect from January 1, 2016 even as it announced roadmap for payment of arrears to Government employees and pensioners on account of seventh Pay Commission, whose recommendations were implemented by the Government yesterday.
Orders to this effect were issued today by the Finance Department of the State Government.
The Government announced 30 per cent interim relief of basic pay/pension (including family pension) in respect of J&K Subordinate Judicial Services and Pensioners from January 1, 2016 pending notification of final award by the second National Judicial Pay Commission.
“The interim relief will be a distinct element not to be merged with pay/pension, nor shall it form part for purpose of calculation of allowance,’’ an official Order said.
It added that the payment of arrears on account of interim relief for the period ranging between January 1, 2016 to March 31, 2018, will be regularized in accordance with the orders issued for arrears to Government employees and pensioners.
“Arrears of all the State Government employees for the period January 1, 2016 to March 31, 2018 appointed on or after January 1, 2010 governed under New Pension Scheme will be drawn and credited to their GP Fund accounts with moratorium of three years on withdrawal. However, there will be no moratorium for withdrawal of arrears in respect of employees’ retiring up to March 31, 2021,’’ the Government order said.
However, as far as pensioners are concerned, they will get arrears in three installments.
“The pensioners can withdraw first installment of arrears on or after October 1, 2018, second installment on or after April 1, 2019 and third installment on or after October 1, 2019.
The Finance Department has also notified revised rates of Dearness Allowance on revised pay.
The employees will not get any DA from January 1, 2016. They will get DA at the rate of 2 per cent of basic pay from July 1, 2016, four percent from January 1, 2017, five percent from July 1, 2017 and seven per cent from January 1, 2018.
These rates, the Government order said, are being notified for drawl of arrears of pay for the period from January 1, 2016 to Match 31, 2018 and drawl of pension from April 1, 2018.
“The House Rent Allowance to the State Government employees will be payable in the revised pay structure (as per classification notified by Central Government),’’ another order of the Finance Department said.
The HRA will be paid at the rate of 16 per cent of basic pay in Srinagar and Jammu cities (Y class cities) while it will be paid at eight per cent of basic pay at other places (Z class locations). However, for the period 1.1.2016 to 31.3.2018, the House Rent Allowance will be admissible at the existing rates in the existing Pay Scales/Pay Bands.
The classification of specific cities/areas as X, Y, Z class locations will be as per classification in the Central Government.
Through another order, the Government also announced rate of Death Gratuity viz-a-viz length of qualifying services.
The employees with 20 years or more service will get half month of emoluments for every complete six monthly period of qualifying service subject to maximum of 33 times of emoluments while employees with 11 years or more but less than 20 years of service will get 20 times of monthly emoluments.
The employees with five years or more but less than 11 years of service will get 12 times of monthly emoluments
The employees with one year or more but less than five years of qualifying service will get six times of monthly emoluments. The employees, who died with less than one year of service will get two times of monthly emoluments.
