Govt approves construction of 50-bedded Integrated AYUSH Hospital at Kulgam

JAMMU, Sept 10: Government today accorded sanction to the construction of 50-bedded Integrated AYUSH Hospital at Kulgam at an estimated cost of Rs 740.76 lakh.
According to an order issued today by Atal Dulloo, Financial Commissioner, Health and Medical Education Department J&K, the Administrative Approval so accorded shall be subject to some conditions such as the construction works are executed strictly as per the details and proposal is strictly devised and designed as per the relevant IS codes and specifications of PWD/CPWD and other relevant rules, procedures with special emphasis on earthquake resistance of structures relevant to the site conditions.
The order further mentioned that the building plan, structural design/layout plan and other relevant drawings of the project should be got authenticated and proof checked by the competent authorities well before the execution of the works and latest HFL should be taken into consideration for flood prone areas while designing.
“Further, there should be no further cost/time overrun involved in the project and set time should be strictly adhered to,” the order reads and adds that no escalation shall be admissible under any circumstances and the NOC from all Regulatory Authorities should be sought before the commencement of work.
The order further stated that the encumbrance free land should be available for execution of the works and the rates for the items not covered in the JKSSR or any other relevant schedule, should be conformed to analysis of rates based on authentic Data Book, to be computed and approved by competent authority well before invitation of tenders in accordance with the set codal procedures.
“E-tendering mode should be followed for fixation of award of contract for execution of the project and working DPR should be followed in the formation of BOQ for e-tendering purpose of the project,” the order said, adding, the fragmentation of the project, while tendering, is not allowed. It further said that the necessary load bearing capacity test of soil should be undertaken at site.
