Govt approves construction of multi-level parking at GMC Jammu at Rs 18 cr

SRINAGAR, Feb 21: The Health and Medical Education (H&ME) Department has approved the construction of the Multi-Level Parking in the Super Specialty Block of Government Medical College (GMC), Jammu at the estimated cost of Rs over Rs 18 crores.
The concerned have been directed to execute the work strictly as per the details provided and item-wise rejections in the original DPR duly vetted by Development Commissioner (Works), PW(R&B) Department, while it has been noted that the proposals shall be strictly devised and designed as per the latest relevant I.S codes and specifications of MoRTH/PWD/CPWD.
“…the same is authenticated and proof checked by the competent authority (NIT/DIQC), before taking up the execution of the works in hand and the Electrical/Mechanical/Electronic Components are to authenticated and technically vetted by the competent authorities of the relevant field,” the H&ME said.
Further, as per the conditions laid, it has been stated that the standard specifications are to be followed as per CPWD, NBC and IS standards and as defined in CPWD Plinth Area Rate Schedule for the type of structures, proposed in the DPR, which the H&ME said, are to be followed and adopted for the execution of the works.
“The architectural drawings are to be duly approved by the project authority and the work done/allotted part of the project has to be executed as per approved design, checked and vetted by the competent authority and payment for the same shall be made on allotted/approved rates, approved by the competent authorities in accordance with set codal procedures.”
It has been directed that the unexecuted part of the project shall be executed as per the approved design, drawings and specifications following set codal procedures. “…the contracts for executed/allotted part of the project have been awarded on competitive and reasonable rates under set codal provisions and by following set guidelines /procedures, governing the field,” the approval granted stated.
It has been further noted that the rates for the items which are not covered in JKSSR or any other relevant schedule, “shall conform to Analysis of Rates based on Authentic Data Book,” which the H&ME said, are to be computed and approved by the competent authority well before the invitation of tenders per guidelines.
As per the details, it has been stated that the lump-sum provisions, either in terms of percentage or fixed as made for certain components in the DPR are provisional and shall be subject to detailed estimates based on actual design details/requirements and relevant rates, “to be framed and approved by competent authorities well before the invitation of tenders under set procedures.”
It has been stated that the e-tendering mode has to be followed for the fixation of the award of the contract for the execution of the project. “The technical vetting is exclusively for Accord of Administrative Approval and shall not be construed as any rate approval to the projects or any approval for inclusion in the plan,” the H&ME said.
It has been noted that the inventory of serviceable material (if any) obtained from dismantling shall be made and carefully recorded and that the cost of serviceable material used during execution must be deducted from the work.
“The timeline for completion of the project is to be strictly adhered to. No escalation shall be admissible under any circumstances and the NOC from all Regulatory Authorities must be sought before the commencement of work.”
