Govt claims on PMGSY deceptive, farcical: Harsh

JAMMU, July 21: Mr Harsh Dev Singh NPP MLA and its working Chairman has ridiculed the State Govt. for its nasty and farcical claims of having secured 1248 crore from GOI yesterday for phase VIII of PMGSY and  for listing the same as their achievement.
In a statement issued here today he regretted that Phase VIII of PMGSY has been sanctioned in July 2012 exactly 27 months after the sanction of Phase VII of PMGSY that was sanctioned by GOI in April 2010 but still the State Government was indulging in self adulation and obsequious self praise. It was ludicrous that rather than coming out with valid reasons and cogent explanations for the in-ordinate delay caused in clearance of Phase VIII of PMGSY from GOI, the State Government authorities had chosen to pat their backs, he added.
Clarifying further, Mr. Singh pointed out that Phase VIII of PMGSY was due for clearance in April, 2011 in conformity with the norms and guidelines issued by the GOI. He said that under the said Phase VIII of PMGSY, 10 habitations of 1000+ population each, 63 habitations of 500+ populations each and 42 habitations of 250+ populations each had been proposed for clearance and sanction from GOI during 2010-11. The formal sanction for the same however was not accorded by the GOI in view of multiple lapses, omissions and failures on the part of State Govt. to fulfill the requisite formalities, he added.
He said that the State Government rather than addressing and removing the GOI objections in 2011 chose to float the tenders for construction of said Phase VIII schemes but subsequently had to eat a humble pie as no PMGSY road project was cleared by GOI during the entire 2010-11 financial year. He said that the current Phase VIII being the state’s legitimate share of PMGSY for 2010-11, the State Government needed to vigorously take up with the GOI, the sanction of road projects due to the state for 2011-12 while processing at the same time the additional projects for 2012-13.
Advising the state against extravagant and hypocritical self flattery, Mr. Singh called upon the helmsman to undertake an honest appraisal of the functioning of PMGSY in the state. Alleging large scale irregularities, malfunctioning, financial lapses, blockage of funds, omissions and commissions, he sought a high level probe into the working of PMGSY in the state. He said PMGSY was the most ambitions GOI flagship programme which had the potential to transform the rural economy if implemented in proper perspective which unfortunately was not happening in J&K.
