JAMMU, Apr 5: Government has issued clarification with regard to grant of Children Education Allowance (CEA) and Hostel Subsidy to employees of Jammu and Kashmir.
As per Government Order Number 473-F of 2019 dated 28-11-2019, the reimbursement of CEA/Hostel Subsidy can be claimed only for the two eldest surviving children with the exception in case the second child birth results in twins/multiple birth.
“In case of failure of sterilization operation, the CEA/Hostel Subsidy would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm,” the order reads.
As references were received seeking clarification regarding the admissibility of CEA in case of multiple births in first child birth event, the matter was taken up with the Department of Personnel & Training (DoPT), Ministry of Personnel, PG and Pensions, Government of India for clarification and the DoPT clarified that in the event of multiple births (more than 2) in first child birth, reimbursement of CEA may be allowed for all children born in first child birth.
Multiple Birth in first child birth is out of human control. Accordingly, in case of multiple birth (more than 2) in first birth, reimbursement of CEA may be allowed for all children born in first child birth, in a similar way as mentioned in para 1(a) of OM dated 17-07-2018.
